There's a $20M-plus annual national contract for an objective, multi-stakeholder registry for quality measures. For years, it's been NQF, the National Qualify Forum. (See Wikipedia here, NLM StatPearls here.) It's a big deal; the CEO made north of $600K.
I'm a little late to the party here, but NQF lost its contract in early 2023, which was awarded to Battelle. Now in August 2023, NQF will be absorbed into the Joint Commission.
The Battelle version of the national health measures registry is up and running as the Partnership for Quality Measurement PQM.
